Curious, why do our cars cut out when revving in neutral?

Curious, why do our cars cut out when revving in neutral?
After installing my headers, i was revving my car in neutral, just to hear the sound. Initialy i thought there was something wrong because the car was cutting out at about 5 grand. Just so happens at that time my wife pulled in with her 2000 tl, so i had her try it & it did the same thing. To me that was a big relief, i thought something went wrong with my header install. Then i took her out on the road & she red lined just fine. Just curious what this is all about. Never even knew until i was testing my car after the install? Anyone know?

now heres the trick, if you are rolling (even slower than a turtle can walk) it will go to just before redline revlimiter
